Ukraine’s Energy Crisis: Impact on Farmers

Executive Summary

Since the start of the full-scale war, missile and drone strikes have diminished Ukraine's energy generation capabilities. Small- and medium-sized farmers in Ukraine must deal with blackouts and losses in production volumes, and some are forced to return to more manual processes in the absence of reliable energy sources. They cope by using alternative energy sources, adopting new management approaches, and improvising with adaptive production technologies and equipment. Those unable to do so face the possibility of losing agriculture businesses.

This report examines how farmers are affected by the energy crisis, their coping mechanisms, and the availability and effectiveness of support mechanisms. It then offers considerations for programmatic interventions looks ahead to what small- and medium-sized farms might encounter in 2025.
